Dear Patriotic Americans for Secure Borders:  Taxpayer Revolution is very grateful to each of you for your assistance.  Thank you very much to all of our patriotic donors who ensure our work continues to end sanctuary cities. 

There was an extremely powerful commentary in the Wall Street Journal on March 17, 2015 “Putting Sanctuary Cities on Notice.”  It was written by Claude Arnold, a former ICE special agent in charge of Homeland Security Investigations.  Arnold specifically names the California laws, the Dream Act, AB 60 (illegals’ driver’s licenses) and the Trust Act which allows California to become a complete sanctuary state.  Mr. Arnold wrote that the Legislatures who vote for and Governors who sign these bills “enter into what a court could interpret as a criminal conspiracy to violate federal law.”  He wrote the language of Title 8, U.S.C. Sec. 1324 (a) (it is) a felony to encourage or induce an alien to come to or reside in the U.S. knowing or in reckless disregard of the fact that the alien’s entry or residence is or will be in violation of the law.”   He also called out law enforcement and public officials in sanctuary cities by putting them on notice that “When sanctuary jurisdictions like San Francisco County release criminals that officials know are in U.S. illegally, and those criminals commit heinous crimes, those responsible should be federally prosecuted.

End Sanctuary Cities, our legal committee, has the laws prepared that will decimate sanctuary cities in California.  The federal legislation only requires that a jurisdiction comply with an immigration detainer, but much more is needed.  One law contains the exact language from AZ SB 1070 that gives officers the discretion to inquire of immigration status and to verify a status when reasonable suspicion exists that the person is here unlawfully.  The AZ law was challenged and called “your papers please,” but yes, years later it was upheld.  It was perplexing that it had been contested given that in 2004, the U.S. Supreme Court ruled unanimously in Muehler v Mena, a Simi Valley case, affirming law enforcement officers have the absolute right to inquire of an immigration status.

Immigration, Customs and Enforcement, after being informed of this measure, made legislative requests which were honored by End Sanctuary Cities.  Those laws require states to notify ICE in advance of an inmate’s release and to allow ICE access to any jail, an inmate or an inmate’s record. Currently, many jails or prisons require ICE to wait outside to see the illegal released who is to be taken into custody; that is unacceptable.  State law enforcement will also be given the right to transport an alien to a federal facility to comply with a detainer request.  There are significant civil penalties for any violation of the laws.  Please assist our efforts to improve public safety.

By federal estimates, smuggling illegal aliens in the U.S. is a $1.5 billion-a-year industry.  Harry Jiminez, a special agent at Homeland Security Investigations told Fox News Latino that agents are working with banks and businesses that handle financial and wire transfers which focus on flagging accounts with large balances opened in interior Mexico but  have withdraws near the border.  In 2014, federal agents seized $2 million from transactional smuggling organizations.

After an investigation by the Arizona Financial Crimes Task Force, an Arizona Attorney General report claimed that money transfers are being made from the Middle East to smugglers operating on the U.S. – Mexican border.  A retired immigration enforcement specialist who worked on courter terrorism said, “I can assure you there are terrorist cells, operating in Central and South America.  It is of concern and it’s been a concern of the United States Department of Homeland Security.”  Authorities were able to identify money transfers to Mexico from the Middle East and one transfer recipient was an illegal alien smuggler who received 69 transfers from Middle East locations. 

As a result of the Central American smuggling, the U.S. government has commenced Operation Coyote in an effort to reduce the numbers entering illegally.  It includes $1 billion in aid to Guatemala, El Salvador and Honduras for reforms to help stabilize their regions, including ads to publicize the dangers of traveling with human smugglers.  Guatemala has passed an anti-coyote law that imprisons smugglers for up to eight years or even longer if the victim is a child or pregnant woman.  So far, the money appropriated by the U.S. government has barely made a dent in the smuggling industry coffers.

In the Wall Street Journal on March 24, 2015, ours was the first of ten letters:  “regarding your editorial “The Costs of Mass Deportation.”  March 19:  The real solution to avoid that expense is to enforce “we wrote “migrants”) will go home.  In “Illegal Immigration’s Thorny Economics,” Feb. 9, you state there have been significant benefits from the strict immigration control laws in Arizona. Employers no longer have an easy path to cheap labor.  When entitlement reforms are fully enforced and Americans are helped to find employment, this will lead to the real solution for replacing unlawful workers and avoid most deportation costs.”  Ted Hilton, San Diego.

In 2008, there were 1,171,058 deportations of which 359,795 were interior deportations and in 2015, there were 235,413 deportations with only 69,478 from the interior.  Currently, 179,000 criminal aliens with final orders of deportation remain in the U.S.  An illegal alien with a serious crime conviction has less than a one percent change of being deported. 

Data released by the Senate Judiciary Committee revealed information from the Department of Homeland Security that between 2010 to 2015 under Obama’s policies, 124 murders and hundreds of other crimes were committed by released criminal aliens.  In 2014, released criminals committed 2,560 crimes.  All were subject to deportation but instead were released to sanctuary havens or elsewhere.  Please assist our efforts to call attention to deportable criminals in the U.S.  Your support is crucial!
