Below is a letter was sent to the Mayor and all L.A. City Councilpersons which is one of hundreds that our members have written.

Dear City Council Representatives:

I am president of CDI Management, Inc, and own a number of apartment buildings in Los Angeles. I also own a number of buildings around the USC campus where I house several hundred students. In addition, my son and I own another property management company where we manage for third parties. We manage approximately 160 different buildings in the city as well. 

I’ve met with many owners, and your decision to create and implement this trash program has caused many unnecessary and very costly hardships for us in a city where we continually face enough issues with tenants as well as the city.

Without any prior knowledge, a representative from the trash company come to my office and tells me that I have to sign an agreement for their services. I refused to do so, and he told me that I have no choice; that the city has been carved up by the city council into territories, and certain companies have been given certain areas. I signed the agreement and never saw any representative again. However, our managers, and tenants began to call saying that the trash has not been picked up for days. The managers called the companies and when they got no response, I, as the owner, had to make several calls, ultimately threatening legal action unless someone came out to remove the trash.

The cost rose dramatically for the same service. Our monthly cost went from $2,132 to $3,930.00 per month. There are also additional costs if they have to roll the bin out and use the remote control if they come after 6 pm, since we close at 5 pm.

When I complained of the cost, they said they could reduce the number of pickups which would bring the cost down……REALLY!!

Then they started delivering recycle bins … I told them that we do not have any room on the premises for the bins … they said I have no choice. I called them out to show them that there is no room…

So they delivered a bin at one building and put the bin on the sidewalk, next to the entrance, and in my flower bed. (See picture below) ARE THEY CRAZY????

So on several occasions, I had to have my staff remove the bins and hide them elsewhere where they could not be easily found. This is what this program of yours has caused me and all the other landlords to endure for no reason whatsoever.

How this could have made sense to any of you is a mystery to us owners. When did things change in America where we had freedom of choice, certainly to the extent of who I want to hire and pay money to? This is an issue that is not going to go away since as owners, we have to deal with this problem everyday.

[This program needs to be scrapped], and allow the owners to once again be allowed to choose whoever they want to pick up the garbage. If not, this issue will continue to dog the council and waste time that could be better spent on the many other issues this city has.

I’m afraid it’s all talk and no action by the Mayor and these guys on the Council as they all benefit too much from the PAC donations that they will receive at reelection time from the Unions and trash companies. However, you and Steve have them up against the ropes; please keep pounding with your great articles and maybe, just maybe, you guys will get a “knock-out”.

The L.A. Times cannot win this war by itself.  A special “thanks” if you have already called and written letters to the Mayor and City Council members with all of your trash problems.

We continue to collect signatures to end this monopoly.  It will take a lot more financial support to get the job done.  We have issued a challenge to the two other apartment owner groups serving Los Angeles.  “AOA members will put up $100,000.00 if and when they both put up $100,000.00”.  That would give us $300,000.00 to pay signature gatherers which would enable us to get it on the ballot and get your rates reduced.  If you also belong to one of these groups, please call them and demand that they support your efforts to have justice done in regard to this horrendous law that the Mayor and City Council members have recklessly passed onto the backs of business, apartment and condo owners in Los Angeles.
